Skill Development and Entrepreneurship in Bihar

Initiatives and achievements for Skill Development and Entrepreneurship in the State of Bihar are grouped on the basis of two implementing arms of the Ministry of Skill Development and Entrepreneurship (MSDE):

A.  Initiatives and Achievements of National Skill Development Corporation (NSDC)
NSDC and the Bihar Government have collaborated to take forward skilling initiatives in the State since 2011. In the last 4 years NSDC has trained 1.71 lakh and has placed more than 51,000 candidates in the state. Currently 23 NSDC empanelled training partners are providing skill training in the following sectors (Telecom, Auto and Auto Components, Security, IT and ITES, Transportation/Logistics, Tourism and Hospitality Services, Textiles & Clothing, Healthcare, Organized Retail, Education & Skill Development Services, Electronics and IT Hardware, Banking and Financial Services, Informal Sectors, Food Processing, Chemicals & Pharmaceuticals, Agriculture, Building, Construction & Real Estate and Capital Goods) through 59 centers which are covering 19 districts across Bihar.

      I.            Skill Gap Study
NSDC is in process of conducting a skill gap study for the state of Bihar which would include the following salient features
§  Socio-economic profile – demography, economic profile of district by industry, state of education.
§  Identify developmental opportunities keeping in mind factor endowments and stakeholder perspectives.
§  Identify specific developmental initiatives/projects which have an impact on employment generation.
§  Articulate the aspirations of the youth.
§  Identify the current and future (2011-12 to 2017) skills and manpower requirements by industry and estimate the gap that exists.
§  Study the existing VT infrastructure both in the private sector and the government domain
The study once completed would enable focused planning of training efforts across sectors and districts in Bihar

   II.            Bihar Board of Open Schooling & Examination (BBOSE)
In the year 2011 NSDC and BBOSE entered into an MoU to develop mechanisms for training the trainers, selection of training providers, assessment & certification through the Sector Skill Councils, curriculum development, developing a Skill Development Management System to facilitate real time data collection, setting up of model training centers and capacity building.

III.            Pradhan Mantri Kaushal Vikas Yojna (PMKVY)
Enrollments have started in 17 centers covering 12 districts & constituencies across Bihar till now in the Phase I of the Program.

IV.            Iconic Skill Development Centers in each constituency
NSDC is in process of setting of 40 Model/ Iconic Training Centres in each Parliamentary constituencies of Bihar focused to skill the school dropouts.

   V.            Bihar State Skill Development Mission (BSSDM)
NSDC has also been in discussion with the Bihar State Skill Development Mission to enter into an MoU for capacity building, convergence of all skill development schemes to outcome based trainings, assessment & certification on Qualification Packs and National Occupational Standards.


B.   TRAINING

II. NEW INITIATIVES UNDER WOMEN’S TRAINING

        
SETTING UP OF A NEW RVTI FOR WOMEN UNDER CENTRAL SECTOR IN THE STATE    OF BIHAR

·        In February, 2014, EFC convened under the Chairmanship of Secretary(LEM), Govt. of India had appraised setting up of 08(Eight) additional new RVTIs for Women in the States, where there is no RVTI.  It includes the State of Bihar also.

·        State Govt. of Bihar has allotted a required piece of land measuring 07(Seven) acres approx. at Dighaghat(Patna) for setting up of this RVTI.  Land Lease Deed Agreement between the State Govt. of Bihar and Govt. of India has already been signed. The registration of the land would be completed shortly with State Govt. of Bihar.

·        This RVTI is expected to cater to the vocational training needs of  480 women/girls annually in regular courses under Craftsmen Training Scheme(CTS) and Craft Instructor’s Training Scheme(CITS) and around same number of candidates would be trained under various short term courses in skill areas having high market demand.

·        For initial start of this RVTI w.e.f. August, 2015, the State Govt. of Bihar has also allotted a rent free temporary accommodation at Women’s Industrial Training Institute(WITI)- Dighaghat(Patna).  Possession of this temporary accommodation has already been taken over by Govt. of India.   Officer I/C has already been declared for setting up of RVTI at Patna .

·        The training courses at RVTI-Patna would commence from this temporary accommodation w.e.f. August, 2015.  The advertisement for training courses likely to be started at RVTI-Patna w.e.f. August, 2015 has already been released and the process of filling up of application form has already been started.

·        Vocational Training Courses in the areas like Fashion Technology, Interior Design & Decoration, Electronic Mechanic etc. would be started initially in this RVTI from the temporary campus. More skill areas for training would be added/increased in a phased manner and the RVTI would be made fully functional in its own permanent campus by July/August, 2017.


III.     “Skill Development in 34 Districts Affected by Left Wing Extremism”

·     Fund Sharing:
o   For establishment of ITIs and SDCs – 75% Central Share and 25 % States share.

Districts covered: Six - Jamui, Gaya, Aurangabad, Rohtas, Jehanabad, Arwal.

IV. Affiliation with NCVT for New ITIs

Increasing number of Pvt. ITIs  in Bihar for the last one year = 131, 
Seats increased = 17,344

V. Status of Bihar under the scheme “Upgradation of 1396 Government ITIs through Public Private Partnership”

Total 13 ITIs have been covered from Bihar under the scheme “Upgradation of 1396 Government ITIs through Public Private Partnership” and a total Rs.32.50 Crore at the rate of Rs. 2.5 Crore per ITI have been released to the Institute Management Committees (IMCs) of theses ITIs. IMCs are continuing the upgradation and have utilized Rs. 8.65 Crore so far.



VI. Scheme :  “Enhancing Institutional Capacity for Training of Trainers” for    setting up of 27 Advance Training Institutes(ATIs) in PPP.

·        In the 1st phase, it is proposed to set up 12 ATIs in different States including
                Bihar.  At present, there is no ATI in Bihar.
·        The Scheme has been approved by DEA for grant of Viability Gap Funding(VGF) and the Expenditure Finance Committee(EFC).
·        State Govt has allotted 10.6 acre land at ITI, Dighaghat, Patna, Bihar for ATI in PPP.
·        State Govt. has yet to transfer the land to Ministry of Skill Development &
                Entrepreneurship.

VII. Vocational Training Improvement Project (VTIP) with World Bank assistance
1.     Objective –
a.     Upgradation of 400 ITIs in 34 State Governments/UTs.
b.     Enhancement of knowledge and skills of ITI instructors.
c.      Strengthening facilities in 14 central institutes
d.     Strengthening curriculum development, reforms, capacity building etc.
2.     Key institutional reforms introduced:
a.     Constitution of Institute Management Committee (IMC) at ITI level with chairperson from the industry and delegation of enhanced academic, Financial and administrative power to Principal ITI.
b.     Physical component consisted of setting up of new classrooms, workshops.
c.      Modernization of tools, equipment and machinery.
d.     Training of trainees and ensuring congenial environment.
      Most of the States have been able to complete physical infrastructure.
3.     Project duration - Dec. 2007 to Sept.2015

Status of Bihar(since inception of VTIP)

1.     Allocation for Bihar including State  share          - Rs 27.43 crore.
2.     Released amount to Bihar including State share            -Rs. 22.33 crore.
3.     Expenditure incurred/
Funds utilized as on 31.03.2015                            -Rs  16.09 crore.
4.     8 ITIs being upgraded in the State of Bihar -Muzaffarpur, Bhagalpur, Darbhanga, Gaya, Motihari, Katihar, Sitamarhi and Forbesganj.(List given below)

Ach./ Activities during last one year
·        Funds to the tune of Rs 146.31 lakh (Rs 82.87 lakh in March 2015 and Rs 63.44 lakh in May 2015) as central share has been released to  the State for upgradation of ITIs.
·        State has spent an amount of Rs 201.90 lakh during FY 2014-15 from the funds already released to the State for upgradation of ITIs.

MODEL ITIs
 Centrally Sponsored Scheme on ‘Upgradation of Existing Government ITIs into Model ITIs'
Existing ITI in a State is being upgraded as Model ITI which will be evolved as an institution showcasing best practices, efficient and high quality training delivery and sustainable and effective industry relationship by :
·           becoming  a demand centre for local industries for its expertise and best performance in training.
·           better engagement with local industries
·           signing flexi MoU with industry to conduct training programmes to meet specific skill requirement of the Industry.  For such approved courses, examination / assessment and certification will be done by NCVT
·           training of unorganized sector workers.
·           industries get existing workforce trained in these Model ITIs

One ITI per State situated in a prominent industrial cluster is being identified. Total 29 ITIs to be selected. The duration of the scheme is from 2014-15 to 2016-17. Funds upto Rs 10 cr  per ITI will be provided.  Central / State share being: 75:25 (90:10 for NE states).  Institute Management Committee (IMC) society is to be formed for each ITI with chairperson from Industry.  All major trades are to be covered by the representatives of industry in IMC.  IMC will be empowered for its efficient functioning.
SFC approved the proposal in its meeting held on 16 Dec 2014 and part of 1st Installment has been released to 10 States.

STATUS - BIHAR
A proposal for release of funds for upgradation of ITI Marhowrah, Bihar into Model ITI is under process.
