Union Minister of Social Justice & Empowerment calls for efficient funds disbursement system for artisans

Shri Thaawar Chand Gehlot, Union Minister of Social Justice & Empowerment addressed the participating Managing Directors of State Channelising Agencies (SCAs) of NBCFDC during Annual Conference – cum – Review Meeting here today (18.09.2014). In his address The Minister, highlighted the need of efficient and effective delivery system for speedy disbursement of funds to the ultimate beneficiaries. He reiterated the need of identifying problems in delivery mechanism so that the beneficiaries may get loans without any hassle or delay and also repay in time. 

Highlighting the important role of skill development, the Union Minister of SJ&E emphasized that the artisans and handicraft persons should be exposed to latest techniques in the areas of manufacturing and production. Better designs should be introduced keeping in view the market trend. He also stated that the State Channelising Agencies have greater responsibilities to improve the socio-economic condition of weaker sections. There is a need of counseling of prospective beneficiaries in availing credit facility so that they can utilize their funds properly. With regard to quality of Raw Material, Production and Marketing of Products, Minister suggested that the SCAs should guide them, in view of the backward and forward linkages. 

During the meeting, the Minister emphasized the importance of the meeting and advised that this type of qualitative review meeting should be organized from time to time. Feed back should be obtained from beneficiaries also through letter, forms etc. 

The Minister of State for Social Justice & Empowerment, Shri Sudarshan Bhagat in his address informed that more than 18 lakh Backward Classes families are assisted by disbursing loans over Rs.2667 Crore under NBCFDC Schemes. He emphasized that women empowerment should be on the top of the agenda while implementing schemes of the Corporation at all levels. The Minister said that all efforts should be made for publicizing the loans in view of low rate of interests 4% for boys and 3.5% for girls so that maximum target group can avail the Education Loan. New Swarnima and Mahila Samridhi Yojana have been there to extend loans to women of the target group. He suggested that the SCAs are still to work hard for enhancing the coverage of women beneficiaries under these schemes. 

In his address, Shri Sudhir Bhargava, Secretary (SJ&E), Government of India advised the State Channelising Agencies (SCAs) that marketing of products through E-commerce is a better option to reach a large number of potential buyer in the country. He asked the SCAs to take benefit of online marketing and e-commerce portals of Flipkart etc. 

On the occasion, Union Minister (SJ&E) and Union Minister of State (SJ&E) released NBCFDC "Newsletter". They also gave away awards to State Channelising Agencies of Kerala, Karnataka and Himachal Pradesh for better performance in their respective States. 

Officers from NABARD, FLIPKART, GAIL, ATDC, NSDA also deliberated and presentations were made during the Meeting. 

The Managing Director, NBCFDC, Shri A. A. Naqvi, welcomed the Ministers, Secretary and Joint Secretary, Ministry of Social Justice and Empowerment, and briefed about the achievement of NBCFDC w.r.t. Loan disbursement and recovery from beneficiaries.
