Shri Javadekar meets Mr
Cai Fuchao, Chinese Minister
First Meeting of the Joint Working Group on Films to
meet on the sidelines of IFFI 2014
India and China have agreed that the
Joint Working Group established to promote facilitation in the film sector
would meet on the sidelines of IFFI 2014 at Goa. The proposed meeting would
involve the stakeholders from both the countries in an attempt to concretise
cooperation in the film sector with specific proposals and projects. This
decision was taken at the meeting between I&B Minister
Shri Prakash Javadekar and Mr Cai Fuchao,
Minister for State Administration of Press, Publication, Radio, Film and Television
(SAPPRFT), here today (18.09.2014). Both the Ministers also agreed that the proposed meeting
would be an important step towards identifying
key deliverables and a common roadmap to strengthen bilateral cooperation in
areas related to films and audio-visual production. Both the key principals agreed to work within
an institutional time frame in the light of the audio visual co-production
agreement signed today as part of Chinese President Mr. Xi Jinping’s visit to
India.
During the discussions, Shri Javadekar emphasized that
steps needed to be taken to include television as a component of the
co-production agreement. For this
purpose, a separate proposal could be moved to facilitate the matter. On IFFI, 2014, the Minister mentioned that as
China was the focus country, the participation of known stars from China along
with the choice of Chinese films would go a long way in strengthening the
exchange and cooperation in the domain of films. Shri Javadekar mentioned that the Media Units
of the Film Wing, namely NFDC, Films Division and CFSI could consider an
institutional mechanism of cooperation to be facilitated by an appropriate body
in China. The strategy to promote the
increased presence of Indian films in China was also discussed during
the meeting, both sides agreeing to identify inputs that related to business
models, identification of key films/ modus of exchange and institutional
arrangements. The issues related to specific proposals concerning the agenda
for the proposed working group meeting were also discussed. Both sides also
agreed to identify the strategies / inputs to promote the market potential
related to the film industry in both countries. It was also agreed that all
impetus would be provided to promote the industry B2B contact between the
stakeholders of both countries.
In his remarks, Mr Cai Fuchao,
the Chinese Minister mentioned that the enthusiasm generated by the
co-production agreement would be fully supported and taken forward. The
agreement provided a platform to enhance cooperation in critical and
contemporary themes related to cinema. The Minister reassured that all possible
cooperation to enhance the visibility and presence of China at IFFI 2014 would
be undertaken.
Participating in the
discussions, Secretary (I&B) Shri Bimal Julka stated that the structured
agenda for proposed cooperation could include the following: formalizing the student exchange between FTII/SRFTI and premier film institutes of China, Public
Private Partnership in Animation sector; and Import of Indian films into China.
The possibility of cooperation with regard to the National Centre for
Excellence in Animation and Gaming proposed to be set up was also discussed as
a future possibility. Both sides discussed the ambit of the co-production
agreement signed today. This included co-production in the domain of feature films,
documentary, cine films and animation films.
Both reiterated the fact that the co-production platform was an
important step as a co-production film would be fully entitled to all benefits
which are accorded to national films in both countries. Both sides agreed that
the Chinese Films Co-production Commission would interact more closely with the
Ministry of I&B for consideration of proposals under the co-production
agreement. The meeting also witnessed
the participation of senior officials from both the countries.
